No Budget, No Pay Act of 2013 – It Won’t Work

The U.S. House of Representatives recently passed the No Budget, No Pay Act of 2013 (HB 325).  Under this law no member of Congress can be paid if a budget is not passed by both houses of Congress.  Instead, paychecks are placed in escrow until a budget is approved.  Unfortunately, this is largely symbolic.  Does anyone think this has a chance to pass in the Senate where a budget has not been passed in 4 years?  Answer: no.
